|Job Summary||Strategic leadership of the Kowloon Learning Campus and the two mainstream schools (KGV, KJS) reporting to the ESF CEO||Executive Principal provides the strategic vision for the Learning Campus and works with the Head of School to develop the strategic vision for KGV||Leadership and management of school within Kowloon Learning Campus reporting to the KLC Executive Principal||Ensures effective day to day leadership and management of school whilst implementing the strategic vision for the Learning Campus|
|Lead the professional support for the KLC Council and KJS/KGV School Councils.
Contribute to the JCSRS Council
|Agree Agenda (with Chair), present reports to KLC, KGV and KJS School Councils. Manage School Council business in consultation with Chairs and Heads of School. Induct new School Council members.||Contribute, with the Executive Principal, to the School Council. Lead the professional support for sub Committees.||Present reports to each School Council meeting. Support Executive Principal in managing School Council business. Manage school sub committee work.|
|Planning||Take the lead in developing the strategic direction of the KLC. Negotiate and agree a strategic plan and annual action plan.||Responsible for all planning processes across the Learning Campus to ensure cohesive, strategic delivery with clear lines of accountability.||Contribute to the KLC strategic plan and action plan. Lead in the development of school action plan to support KLC strategic plan.||Ensure appropriate school development plan is in place and that this is clearly aligned to the Learning Campus goals.|
|Learning and Teaching||Develop a learning and teaching policy to inform school actions to
create high expectations of teachers and learners across KLC.
Develop creative / rigorous pedagogical approaches. Support lifelong learning and create a professional learning community.
Play a full role in the monitoring, evaluation and review of teaching and learning across the KLC schools.
Provide appropriate feedback on teaching and learning
|Build on common approach to home learning to draft a learning and teaching policy to include agreed use of common language and terms. Use this process to raise expectations of all teachers. Participate fully in instructional rounds, walkthroughs, lesson observations. Develop strategies to evaluate the impact of review activities.
Develop opportunities to give feedback to KLC students and staff.
|Monitor and evaluate,
teaching and learning to ensure quality student outcomes;
progress of the relevant IB programme(s);
student assessment, recording and reporting outcomes;
integration of technology to accelerate and deepen learning;
use of student performance data to inform teaching;
approaches to teaching and learning.
Provide appropriate feedback on teaching and learning
|Lead and manage the current Reflections for Development process in school to maintain the high profile of reflecting on learning and teaching. Ensure this is always prominent in school life
Develop opportunities to give feedback to students and staff.
|Ethos||Create a KLC ethos of challenge and innovation around “breaking down barriers” and the philosophy of inclusion. Build effective and diplomatic working relationships.
Implement strategies to build the capacity of senior leaders. Support community initiatives and attend school events. Communicate effectively, appropriately and regularly. Take responsibility for resolving intransigent student or staff issues. Seek feedback to ensure continuous improvement.
|Responsible for ensuring the ethos of the Learning Campus is embedded in the KLC. Executive Principal will take the prominent role in leading and managing change in order to embed practice.||Continue to develop the school ethos. Build effective and diplomatic working relationships. Implement strategies to build the capacity of teacher leaders. Support community initiatives and attend school events. Communicate effectively, appropriately and regularly. Develop advocacy and recognition for students and teachers. Deal with student and parent concerns in a diplomatic manner. Seek feedback to ensure continuous improvement.||Ensure school ethos is clearly aligned to and inclusive of the aims of the Learning Campus. The Head of Schools support the Executive Principal in ensuring the ethos for the Learning Campus is embedded across all practice within schools.|
|Staff||Manage staff wellbeing and professional development
Oversee implementation of a framework for professional reflection, development (PRD). Line manage (including PRD) and coach Heads of School. Build effective and distributed KLC leadership teams. Facilitate shared decision making through teamwork. Coach and mentor employees to grow and develop. Take direct responsibility for resolving staff performance issues according to ESF Policy when PIP, non renewal of contract or dismissal become possible outcomes.
Overall responsibility for appointments. Play an active part in the shortlisting, interview and appointment of promoted posts holders. Have an oversight of other appointments.
|Chair the meetings with staff when formal disciplinary / competence procedures commence. Manage the process through to its conclusion.
Meet with Head of School at the start of the recruitment process to plan dates and times for shortlisting and outline interview schedule. Approve appointments and report back (with Head of School) to staffing sub committee.
Participate in new staff induction.
Participate as a lead panel member for all senior appointments within the Learning Campus, particularly for posts of Vice-Principal and Head of School.
|Manage staff wellbeing and professional development
Lead school’s professional reflection and development (PRD) programme. Line manage (including PRD) and coach Vice Principals. Build effective and distributed school leadership teams. Facilitate shared decision making through teamwork. Welcome new teachers / support staff through orientation and induction. Ensure appropriate professional development meets needs of the school. In consultation with Executive Principal, lead on addressing staff performance issues. Report on, and discuss issues of, staff development and performance with the School Council. Coach and mentor employees to grow and develop.
Review with Executive Principal staffing needs to support school priorities and recruit staff to meet needs. Be responsible for appointment of main scale teachers.
|Liaise closely with the Executive Principal when manging staff wellbeing and professional development. Ensure PD within schools contain a focus around Learning Campus strategic goals. Report to the Executive Principal and School council as appropriate.
Report to the Executive Principal when vacancies are known. Plan and lead on recruitment processes for all main scale teaching posts.
|Action and Review||Implement the KLC strategic plan and action plan to raise achievement. Support the formal review against measurable performance indicators internally, by ESF, and outside bodies.
Report on review outcomes to the KLC community. Contribute to the implementation and review of school action plans
|Lead the weekly KLC SLT meetings to meet the objectives of the KLC plans. Attend weekly SLT meetings in each school, provide input about KLC developments and fully participate in implementation and review of school plans. Ensure schools are prepared for informal and formal reviews including CIS/WASC.
Prepare regular community reports
|Implement action plan to raise achievement. Support its formal review against measurable performance indicators internally, by ESF, and outside bodies such as CIS/WASC. Report on review outcomes to the school community.||Lead the weekly SLT meetings to meet the objectives of the school plans. Support the Executive Principal to ensure the school is prepared for informal and formal reviews particularly CIS/WASC and IBO.
Prepare regular community reports.
|Curriculum||Contribute to ESF curriculum debates and decisions. Lead the implementation of strategic curriculum change across the KLC and ensure Heads of School develop effective and appropriate curricula. Keep the KLC school council and community informed about developments and address questions appropriately.||Lead (with KGV Head of School) in the presentations about MYP to stakeholder groups across the campus. Support initiatives to coordinate campus wide learning technology support. . Engage the KLC community in the transition process.||Contribute to ESF curriculum debates and decisions.
Lead the implementation of curriculum change in school
Keep the school council and community informed about developments and address questions appropriately.
|Prepare schools for the introduction of the MYP and PYP. Establish structures and systems within the school to implement PYP/MYP effectively.|
|Community and communications||In the wider community:
Actively promote KLC across the Asian, Hong Kong and research communities. Encourage visitors to the KLC and use the visits to share our successes.
Play an active role in policy development through CommPrin secondary phase, primary phase and associated working groups;
Ensure ESF policies are properly implemented across KLC schools.
Advocate for KLC by sharing practice and solutions. Prepare reports for ESF SMT on progress against published targets and in collaboration with SMT present findings to the ESF Board
In KLC: Advocate for the wider community point of view (CWBS/BHS) in strategic discussions.
|Present reports and lead discussions about KLC in CommPrin and phase groups, use our experiences to inform ESF policy makers. Be the point of contact (external face) between the schools and both ESF and external communities. Inform Head of School appropriately after CommPrin meetings.
Deliver termly assemblies to raise profile of KLC, contribute monthly updates for school newsletters Participate in regional conferences, publish articles, forge partnerships, develop informal contacts, invite visitors, be proactive about KLC/KGV/KJS achievements. Organise community events.
|In the wider community:
Promote school and KLC across the Hong Kong community
Play an active role in policy development through the secondary Principals group and associated working groups.
Advocate for KLC by sharing developing practice and solutions.
Advocate for the school point of view in strategic discussions
Inform, involve, consult and represent parents on important school issues. Engage, motivate students to achieve beyond expectations. Inform, involve, consult and represent Alumni.
|Take advantage of opportunities to raise the school/KLC profile through informal interactions
Fully participate in ESF primary/secondary phase group
Be the internal face within the school community and keep profile high among stakeholder groups through regular contact. Lead on Alumni relations.
|Student Development||Promote an inclusive approach across the KLC. Establish coherent data use mechanisms to support student guidance across the KLC. Facilitate and support student movements to access resources across the KLC.
Recognize and celebrate student achievement at every opportunity.
Take direct responsibility for resolving student issues according to ESF Policy when permanent exclusion becomes a possible outcome (for example after a serious or repeated drug related incident).
|Chair the final meeting with parents to discuss possible permanent exclusion. Keep School Council Chair informed. Respond to parental concerns.||Establish high expectations for student behavior. Promote an inclusive approach. Monitor student behaviour and intervene with students and parents when required up to possible permanent exclusion. Induct appropriate numbers of students into school. Ensure HE Guidance supports all student pathways.
Establish data use mechanisms to support student guidance.
Recognize and celebrate student achievement at every opportunity.
Work with relevant agencies to protect the welfare of children.
|Take the lead role for student development. Report to the Executive Principal when a student is at risk of exclusion.|
|Management and administration of resources||Develop KLC systems to enable school leaders to focus on educational priorities. Take responsibility for administrative and support staff across the KLC through the KLC Business Manager. Develop KLC teams to further improve support for learning and teaching. Monitor and evaluate processes to ensure effective and efficient deployment of resources (including school budgets) and compliance.
Develop strategies to improve KLC resources and facilities. Raise funds for KLC schools by creating and empowering a KLC Development Office.
|Take responsibility for support staff and administration across the KLC and lead in this area through a designated KLC Business Manager who becomes part of the KLC SLT that meets weekly.
Ensure the effective leadership and management of KGV school budget to meet agreed objectives.
Directly lead the development initiative to generate additional funds for KLC schools.
|Manage a meetings cycle to support school priorities. Ensure the school timetable is produced in a timely and appropriate manner. Ensure accurate financial records are kept and timely reports are made to School Council. Provide appropriate data to engage School Council and the Executive Principal in strategic financial decisions. Oversee facilities and bring needs to the attention of the Business Manager and ESF.||Take on a leadership role to ensure effective day to day management is in place. Report to the Executive Principal for final decisions concerning deployment of resources including budget.|
